Applications Open for the 2027 Highlands Ranch Citizens Academy

The Highlands Ranch Metro District is taking applications for its 2027 Citizens Academy, eight free Thursday-evening sessions in January and February that walk residents through how local government and services work. Applications are due Nov. 13, 2026.

The Highlands Ranch Metro District is accepting applications for its 2027 Citizens Academy, a free, eight-session program that walks residents through how their local government actually works. Applications are open now and due Friday, Nov. 13, 2026, at 5 p.m.

What it is

The Metro District established the Citizens Academy in 2020 to build civic capacity among residents. Over eight weekly sessions, participants explore key issues facing Highlands Ranch and learn ways to get more involved in their community.

When and where

Sessions meet Thursday evenings from 5:30 to 9 p.m. at locations around the community, with dinner provided. The 2027 dates are Jan. 7, 14, 21 and 28, and Feb. 4, 11, 18 and 25.

What you'll learn

Each session focuses on a different topic: the role of local government and municipal services such as parks, recreation and open space, public works, water and wastewater, and public safety. Later sessions cover financial stability, the history of Highlands Ranch, community partnerships, and the service providers that operate in the community. Sessions combine presentations and activities with Q&A opportunities alongside local experts and fellow participants.

Who can apply

  • Must be a Highlands Ranch resident 18 or older.
  • Able to commit to all eight evening sessions in January and February.
  • Expected to show professional courtesy and respectful conduct toward other participants.
  • Class size is limited.

There's no cost to participate. The program is funded by the Highlands Ranch Metro District and its community partners.
