Moving to Highlands Ranch, Colorado

Highlands Ranch New Resident Checklist: The First 90 Days

The paperwork in the order the deadlines fall (license in 30 days, plates in 90), the two accounts that set themselves up, the one card you have to go get, and the local things that make it feel like home. Addresses and phone numbers from the agencies themselves.

Moving is mostly boxes and then mostly forms. This is the forms half, done in the order Colorado wants it, with every office, hour and number pulled from the agency's own site on September 29, 2026. Highlands Ranch is easier than the towns in two ways (the water account transfers with your title, and the driver license office and the county plates office are the same building on Wildcat Reserve Parkway) and different in one: your HOA is HRCA, its bill is separate from your taxes, and the $8 card it issues is what gets you into four rec centers and the Backcountry. The fun half is at the end, because you earned it.

Before You Move

The things that are easier from the old address.

Nothing to do. Highlands Ranch Water says the title company orders the final bill for the seller and provides your information, and the account is in your name within a week of closing. Renters: the bill stays in the owner's name; talk to the property manager. highlandsranchwater.org new customers
Xcel Energy for both; Highlands Ranch is on its Colorado gas-and-electric list. Start service before move-in day. Xcel communities served
Private haulers. HRCA's opt-in program is with Waste Connections (303-288-2100, [email protected]) for curbside trash, single-stream recycling and seasonal yard waste; ask whether your sub-association already includes a hauler. HRCA opt-in trash
Expect the title company to collect one or two quarters of the HRCA assessment ($174 a quarter in 2026) and to send your paperwork to HRCA; the $150 status letter and $175 transfer fee HRCA lists are part of closing costs
Start DCSD's Online Registration once you have a lease or purchase agreement for proof of residency. How enrollment works →
Request copies from your current providers before you leave; UCHealth Highlands Ranch Hospital (1500 Park Central Drive) has a 24/7 ER and Children's Hospital Colorado South Campus (1811 Plaza Drive) has a 24/7 pediatric ER once you are here
If the C-470 Express Lanes will be part of your commute, open an ExpressToll account; CDOT says the pass saves at least 40 percent over plate billing. The regular lanes stay free. codot.gov

Local tip: Grab the trash day, the gate code if there is one, and the name of the sub-association (if any) from the seller or landlord while you still have their attention. Those three questions save a month of guessing.

First Week: The State and County Paperwork

Colorado's deadlines start the day you establish residency.

The Colorado DMV counts you as a resident once you own or operate a business here, are employed here, or have lived here for 90 consecutive days. From then: transfer your driver license within 30 days, and register your vehicle within 90. The good news for Highlands Ranch is that the Douglas County office at 2223 Wildcat Reserve Parkway, Unit G1 is on the state's list of driver license offices and is a county motor vehicle office for titles and plates, so both errands are one address.

Pre-register online, book an appointment (required; the county opens driver license appointments 14 days ahead), bring your current license plus the DMV's required identification and proof of address documents, and pay the fee. 2223 Wildcat Reserve Parkway, Unit G1, Monday through Friday 8am to 4:30pm. dmv.colorado.gov/new-to-colorado
Douglas County is in the emissions program area. A vehicle brought in from out of state (or from outside the program area) must pass an emissions inspection before it can be registered, within 90 days. Vehicles are exempt until their eighth model year; $35 every two years for 1982 and newer gasoline vehicles. aircarecolorado.com
Douglas County Motor Vehicle, same Highlands Ranch office, walk-ins Monday through Friday 8am to 4:30pm or appointments up to 28 days ahead; also Lone Tree (9350 Heritage Hills Circle) and Castle Rock (301 Wilcox Street). 303-660-7440. Renewals later can be done at a King Soopers MVExpress kiosk. douglasco.gov/motor-vehicle
Online at GoVoteColorado.gov, or at the driver license office. Ballots are mailed to your registered mailing address. County Elections: 125 Stephanie Place, Castle Rock, 303-660-7444, weekdays 8am to 5pm.

First Month: Accounts and Cards

The stuff that makes the community start working for you.

Four to six weeks after closing, once the title company's paperwork lands, go to any rec center with a photo ID (household members over 21 who are not on the deed bring one proof of address: driver license, utility bill, pay stub, vehicle registration, bank statement, voter registration), get your picture taken and pay $8 per card. FAQ

How long do I have to get a Colorado driver license after moving to Highlands Ranch?

The Colorado DMV says to transfer your license within 30 days of establishing residency, and to register your vehicle within 90 days. You are a resident once you own or operate a business here, are employed here, or have lived here 90 consecutive days. Driver license offices require an appointment; county motor vehicle offices handle plates and titles.

Is there a DMV in Highlands Ranch?

Yes, and it does both jobs. The Douglas County office at 2223 Wildcat Reserve Parkway, Unit G1 is on the state's list of driver license offices (8am to 4:30pm, Monday through Friday) and is also a county motor vehicle office for titles and plates, with walk-in service and appointments (motor vehicle up to 28 days ahead, driver license up to 14). 303-660-7440. Lone Tree (9350 Heritage Hills Circle) and Castle Rock (301 Wilcox Street) are the other county offices, and King Soopers kiosks handle registration renewals.

Does my car need an emissions test?

Yes, if it is old enough. Douglas County is inside Colorado's emissions program area. AirCare Colorado says a vehicle brought in from another state or from outside the program area must pass an emissions inspection before it can be registered here, within 90 days of establishing residency. Vehicles are exempt until they reach their eighth model year; the test is $35 every two years for 1982 and newer gasoline vehicles.

How do I get my HRCA rec center card?

After closing, the title company sends your information to HRCA, which HRCA says usually takes four to six weeks. Then go to any of the four rec centers with a photo ID and, for household members over 21 who are not on the deed, one proof of the address (a driver license, a utility bill, a pay stub, vehicle registration, a bank statement or voter registration), get your picture taken and pay $8 per card. Renters use HRCA's Consent to Tenant form so the owner can pass the privileges along.

Who do I call to set up utilities in Highlands Ranch?

Water and sewer: nobody, because Highlands Ranch Water transfers the account with the title within a week of closing (303-791-0430 if something looks off). Electricity and natural gas: Xcel Energy, which lists Highlands Ranch as a gas-and-electric community. Trash: a private hauler; HRCA's opt-in program uses Waste Connections (303-288-2100), and some sub-associations include trash in their dues.
