The Castle Rock landmark in Douglas County, Colorado

Douglas County is holding a public open house on the Zebulon Regional Sports Complex Tuesday, Nov. 10, from 5 to 7pm, at the Philip S. Miller Building in Castle Rock. There's no formal presentation, so residents can stop by any time during those two hours to talk one-on-one with project partners and County staff.

Displays at the open house will cover four areas, per the County's own event page:

  • Uses and site plan: the planned amenities and which organizations plan to run sports and recreation programming there.
  • Financing: how construction will be funded, how voter-approved parks sales tax funding supports the project initially, and how facility revenue is meant to cover operations, maintenance and debt payments.
  • Site status: grading, land, utilities, environmental considerations and the construction timeline.
  • Park priorities: how Zebulon connects to the Board's priorities for the Parks, Trails, Historic Resources and Open Space Sales Tax.

What's Planned

The complex is planned for about 46 acres in northern Douglas County, near Moore and Waterton Roads in Sterling Ranch. Planned facilities include ice rinks, indoor sports courts, a fitness center, outdoor athletic fields, a four-field baseball complex, and an aquatic center with the county's first 50-meter competition pool.

Site work is underway, with the complex expected to open in late 2028, per the County. Douglas County says it aims for Zebulon to become a self-funded enterprise through a public-private partnership.

What's Next: Nov. 24 Financing Vote

At their Nov. 24 business meeting, County Commissioners will consider using Certificates of Participation (COPs) to finance the project, along with other Zebulon agreements. The meeting includes a public comment opportunity.

This follows the March 2026 special business meeting, where Commissioners first took up contracts and financing for the project, including a contract with KT Development to program, design, build, operate and maintain the complex.
