Douglas County Commissioners to Consider Zebulon Sports Complex Contracts Tuesday
Douglas County Commissioners will hold a special business meeting Tuesday, March 31 at 5 p.m. to consider contracts and financing for the Zebulon Regional Sports Complex.
This is the next major step for the regional sports facility planned for Sterling Ranch.
What's on the Agenda
Four items related to Zebulon:
- Contract with KT Development — To program, design, build, operate and maintain the complex
- Infrastructure agreement — Allowing site grading and infrastructure installation to begin
- Contract with Stifel — Financial consultant services
- Resolution of intent to finance — Declaring intent to finance Zebulon with Certificates of Participation
Staff will present all four items together, followed by public comment.

What Is Zebulon?
The Zebulon Regional Sports Complex is a regional sports facility planned for 46.5 acres in northwestern Douglas County near Moore and Waterton Roads in Sterling Ranch.
The initial vision includes an ice complex, baseball fields, and an indoor sports complex. Design details will be finalized through partnership agreements.
Douglas County plans to contribute $60–80 million to project costs including site improvements, infrastructure, design, and construction. The county is seeking private equity partners to help fund additional expenses.
An economic analysis projects the complex will generate $1.3 billion in total economic impact from 2026–2036.
Project Timeline So Far
- October 14, 2025: Land transfer approved (46.5 acres from Sterling Ranch)
- February 2, 2026: Planning Commission approved site infrastructure
- March 31, 2026: Special Business Meeting to consider contracts and financing
